President Klaus Iohannis has promulgated the law prohibiting the sale of energy drinks to minors
On March 11th, President Klaus Iohannis signed into law the amendment and enhancement of Law No. 61/1991, which sanctions breaches of specific norms related to social coexistence, public order and peace, as republished.
Thus, the normative act aims to prevent and combat the effects of the population's consumption of energy drinks and prohibits the consumption of such beverages by minors.

The normative act promulgated by the head of state aims to regulate the prohibition of the sale of energy drinks containing various combinations of carbohydrates, vitamins, minerals, with two or more substances, such as caffeine, taurine, carnitine, guarana, glucuronolactone and other compounds with a stimulating effect on the central nervous system within an educational institution, a health institution or intended for the special care of certain disadvantaged categories of people, according to News.ro.
What do energy drinks contain?
Hence, as per the enacted legislation, engaging in any of the following actions is deemed a misdemeanor, unless committed under circumstances that, according to criminal law, qualify as offenses: the sale or provision, even through vending machines, of energy drinks to minors by authorized establishments.
Energy drinks are beverages that contain various combinations of carbohydrates, vitamins, minerals, with two or more substances, such as caffeine, taurine, carnitine, guarana, glucuronolactone, and other compounds with a stimulating effect on the central nervous system.
Simultaneously, the legislation imposes fines on businesses that contravene these regulations, with penalties reaching up to 30,000 lei, contingent upon the severity of the violation. Furthermore, in cases of repeated offenses, the measure of temporarily suspending the operation of the establishment for a period ranging from 10 to 30 days is enforced.
The Senate adopted the draft on December 18, 2023, as the first notified chamber, and the vote of the Chamber of Deputies on February 20 was decisive.
