Which students receive merit scholarships in 2024, what types of scholarships are available, and what are the monthly amounts they can receive? Here’s everything you need to know about these.

In 2024, merit scholarships are awarded to the top 30% of students in each class, based on descending order of annual general averages.

Merit scholarships in 2024:

Merit scholarships are given based on the descending order of annual grade point averages. For 5th-grade students, the merit scholarships are awarded based on averages calculated as an arithmetic mean, to two decimal places, without rounding, of the grades obtained in the first two learning periods of the current school year.

For 9th-grade students, merit scholarships are based on admission averages to high school or vocational education.

Additionally, merit scholarships are awarded to students who have been awarded at the county stages of school Olympiads and to students in the national teams preparing for international Olympiads.

Moreover, those who have won gold medals at national championships organized by national sports federations in Olympic sports are rewarded with a scholarship.

Conditions for receiving merit scholarships

"Merit scholarships are awarded to a minimum of 30% of students from each class in middle school and high school within a pre-university educational unit, as follows: 30% of students in each 5th-grade class within a pre-university educational unit, in descending order of averages, calculated as an arithmetic mean, to two decimal places, without rounding, of the grades obtained by students during the first two learning periods of the current school year; if applying the 30% percentage does not include all students with averages greater than or equal to 9.50, the list will be extended to include them", according to a response from the Ministry of Education.

To benefit from the merit scholarship in 2024, students must submit certified copies of diplomas obtained at competitions to the school secretary within the first 25 calendar days from the start of the school year.

Additionally, for the Olympic Excellence Scholarship I, distinctions, as well as 1st, 2nd and 3rd prizes, and honorable mentions obtained at international Olympiads are considered. This includes the National School Sports Olympiad.

Merit scholarships are paid monthly during the school term, on the 15th of each month, for the previous month.

A student can receive only one merit scholarship per year, regardless of the results obtained in the previous school year.

For the 2023-2024 school year, the value of the merit scholarship is 450 lei.

Other scholarships for students

Students can also receive other scholarships besides the merit scholarship:

· Social Scholarship

· Excellence Scholarship for Olympians

· Technological Scholarship

· Scholarship for Minor Mothers

The amounts of these scholarships are as follows:

· Olympic Excellence Scholarship I - between 750 and 3000 lei

· Olympic Excellence Scholarship II - 700 lei

· Merit Scholarship - 450 lei

· Social Scholarship - 300 lei

· Scholarship for Minor Mothers - 700 lei

· Technological Scholarship - 300 lei

Starting with the 2024-2025 school year, the Ministry of Education will change the rules regarding scholarship awards. Specifically, students with good academic results will receive merit scholarships only if they have averages higher than 9.50 or achieve results in Olympiads and school competitions.

Additionally, students who fall within the top 30% of their class will receive resilience scholarships.

Excellence scholarship for olympians

Olympic Excellence Scholarships I reward students who achieve 1st, 2nd, 3rd prizes and honorable mentions at international school Olympiads, at international school sports championships recognized by the Ministry of Education and the Olympic Games in partnership with the Romanian Olympic and Sports Committee.

These excellence scholarships are paid monthly throughout the entire school year. Olympic Excellence Scholarships II are for students who achieve 1st, 2nd and 3rd prizes at national school Olympiads organized by the Ministry of Education. Merit scholarships are awarded to students based on their results, at the suggestion of the class teacher.

Social scholarship

The social scholarship, amounting to 300 lei per month, is a form of support for students from socio-economically disadvantaged backgrounds, vulnerable groups or with special medical conditions, to attend school and prevent school dropout.

Exceptionally, social scholarships are also awarded to minor students at risk of social exclusion, not employed in the labor market and enrolled in part-time education or in "Second Chance" programs.

Students with a social scholarship can keep the confidentiality of their identity, personal data and information about their situation.

The right to a social scholarship for students from families with minimum incomes is granted based on the decision establishing the right to inclusion assistance for the student's family.

Scholarships are awarded after the county social inspection and payment agencies, or the Bucharest office, provide the list of students attending full-time education who come from families receiving inclusion assistance.

Social scholarships are awarded based on conditions regarding the average net income per family member. Social scholarships can be cumulated with other types of scholarships.

Technological scholarship

These scholarships are for students attending technological education and meeting the specializations and conditions established by law. This type of scholarship can be cumulated with any other type of scholarship.

This scholarship is a form of encouragement for students in technological education under the framework methodology.

The technological scholarship replaces the professional scholarship granted until last year. It aims to support the participation and academic success of students in vocational education. The amount of this scholarship is 300 lei and is awarded monthly during the school term.

However, if students accumulate 10 or more unexcused absences, they no longer receive this scholarship.

This type of scholarship is not awarded in the first three calendar months of the next school year if the student committed serious disciplinary offenses and has a general conduct average below grade 7 in the previous year.

Additionally, repeater students do not benefit from this scholarship in the year they repeat.

Social scholarships, technological scholarships and scholarships for minor mothers can be cumulated with each other and/or with the Olympic Excellence Scholarship I or II or the merit scholarship.

Scholarship for minor mothers

Minor mothers reintegrated into an educational unit benefit from a monthly scholarship of 700 lei during the teaching activities, provided they attend classes.

This is a form of support for minor mothers to participate in education and prevent school dropout and failure.

To receive this scholarship, parents or legal representatives must submit the parent's/legal representative's application and the birth certificate of the child/children in the minor mother's care to the educational unit.

The scholarship for minor mothers is available throughout the school year, including during important exams, such as the National assessment or Baccalaureate and during practical training.

However, if a mother accumulates 60 or more unexcused absences in a month, she will not receive the scholarship for that month.

The decision to withdraw the scholarship in such cases is made by the school principal, at the suggestion of the Scholarship Management Committee.

Scholarships are paid monthly by the respective schools, by the 15th of the month for the previous month. If the 15th falls on a weekly rest day, a public holiday or a free day, payments will be made on the preceding working day.
