ChatGPT helps with writing legislation
After weeks of disagreements and disputes about water meters, council members proposed a new and innovative law for the city. The ground-breaking regulations were implemented at the end of November. Twelve days later, a politician named Ramiro Rosario from Porto Alegre admitted that part of the bill had been formulated with the help of ChatGPT.
In an interview, the politician explained that he had been contemplating the bill for months and that artificial intelligence had resolved the issue in just 15 seconds using a prompt that read: "Create a municipal law for the city of Porto Alegre, originating from the legislature and not the executive, which prohibits the Municipal Water and Sewage Department from charging the owner of the property for the payment of a new water meter when it is stolen."
According to an article on geekweek.interia.pl, ChatGPT proposed a solution to a Porto Alegre councillor regarding replacing stolen water meters. ChatGPT suggested that the councillor establish a 30-day deadline to replace the stolen meters. If the deadline is not met, residents should not be charged for their water usage. ChatGPT then drafted a concise bill consisting of approximately 250 words.

Controversy over the use of artificial intelligence in legislation
The councillor Ramiro Rosario's admission that he used artificial intelligence to draft a law has caused a lot of controversy. He kept this fact a secret for a long time because he feared the public's reaction. He expected that many people would criticise the use of modern technology in governance.
"By announcing that artificial intelligence wrote the text only after its plenary approval and sanction by the mayor, I ensured the process progressed without any external interference," said councillor Ramiro Rosario in an interview.
